Toward Accessibility-Based Planning

چکیده
Problem, research strategy, and findings A growing consensus has formed among planners, especially planning scholars, that promoting accessibility is a major policy goal. However, efforts to promote accessibility-based face conceptual impediment: common assumption equates the benefits of travel cost savings (TCS). Starting from this assumption, many researchers have interpreted absence TCS (e.g., in commuting costs reductions vehicle miles traveled [VMT]) as evidence undermining rationale for accessibility-promoting strategies such jobs–housing balance transit-oriented development (TOD). In study I challenge these interpretations by suggesting improvements can result not only but also destination utility gains, which means individual satisfaction interacting with or choosing desirable destinations. Towards accessibility planning
Over the last decades our global society has been highly influenced by automobility planning. Growing mobility has been seen as an indication of a well-functioning transport system and a society with increasing welfare. Excessive mobility can at the same time lead to urban sprawl, longer travel distances and travel times as well as other problems that can be associated with lower welfare. A pla...
متن کاملAccessibility tradeoffs in public transit planning
Spatial accessibility is a critical consideration in the provision of services, both public and private. In public transit planning, accessibility is comprised of access and geographic coverage. Interestingly, these two considerations are somewhat at odds with each other. Access is important because it is the process associated with getting to and departing from the service. Such access is typi...
متن کاملAccessibility Indicators for Transportation Planning Using GIS
In this paper a method to create GIS-based accessibility indicators is presented. The method allows to create person-by-person and store-by-store (disaggregate) accessibility indicators but also to derive zonal summary (aggregate) indicators that can be used in more traditional transportation planning applications. These indicators have also been used as explanatory variables in person-based tr...
متن کاملTransportation planning for disasters: an accessibility approach
A methodology is developed in this paper for evaluating and enhancing the performance of urban transportation systems in the aftermath of a disaster. A performance measure is proposed for assessing overall and distributional impacts based on the concept of accessibility. The methodology is demonstrated with two case studies. The first focuses on passenger railroad disruption in the catastrophic...
